Big Story, Crappy Journalism

I happened on this story through Google. I've read it twice and still don't know what's going on. It seems that there is a councilman who is neck-deep in a conflict of interest project, and appears to have even threatened peers to claim his graft. But the writer of this story is so inept I don't know what's going on. Don't know what if any laws have been broken; don't know what if any standards of behavior have been breached; don't know what if any recourse the citizens have when an elected official attempts such brazen opportunism, if indeed he has. Maybe he is totally within his rights as a citizen and councilman. You'd never know by reading this story. Don't you have a real reporter who can dig in and report and enlighten the readership?
