High overhead costs

One of the political hacks running for Mayor crowed that High point had "weathered the storm"; guess that was in reference to the city employees and their fat salaries. Our services are no better than a lot of other local towns that dont burden their residents with over the top tax bills and excessive water bill add-on fees.
