Actually, no. Obama shouldn't get the blame for that. What he can get the blame for, and should, is devising a set of policies in response to that situation that were failures.
Obamas policies have been expensive, ineffective, and clearly problematic. Of course, what we don't, and can't, know is if any policy at all would have been better. We know what was tried has not produced a quick turnaround,but w can't be sure that there was a better solution. Personally, I think it's worth a shot to find out if Romney can do better. Of course it may end up that the economy is too big for direct control.
