Fines are in place because club owners are think a "Rhode Island" cannot happen to them. If they were responsible business owners and thought of the consequences of over crowding and an emergency the fines would not be needed. But greed and ignorance requires fines like these to be put in place to protect our citizens and emergency responders. Enforce your capacity and then you will not be fined.
