Brown Tops the City Salary List

June 18, 2010 There is a new name in second place on the Greensboro city salary list, but aside from a few additions it is almost exactly the same at the top.
Coliseum Manager Matt Brown is still number one with a salary of $212,332, but last year the number two man in city government was Mitch Johnson, at $179,478, who at that time was an assistant to the city manager.
Johnson had been fired as city manager in March 2009 but was allowed to continue working as a city employee until July 2009 with no salary reduction. Johnson had been exiled to the Kitchen Operations Center on South Elm-Eugene Street. It was a sweetheart deal that allowed Johnson to get the time in necessary to qualify for retirement – a deal that Johnson didn't offer to former Police Chief David Wray, whom he forced to resign. The city is still facing lawsuits from over 45 police officers based on actions taken while Johnson was city manager.
This year we have a similar situation farther down the salary ladder. Former Director of Public Affairs Pat Boswell is now a consultant in the Human Resources Department. She was removed as director of public affairs and, because of the absurd personnel laws in North Carolina, the taxpayers who pay her salary are not allowed to know anything about why she was removed. It is known that several councilmembers were unhappy with her job performance and asked that she be fired. Boswell is now a consultant in the Human Resources Department and is being paid $109,888, while the Human Resources Director Connie Hammond is being paid $108,737. Boswell, as a consultant, is also being paid more than the director of environmental services, the director of field services, the director of budget and evaluation, the director of human relations and the director of transportation.
Some things just don't change and the City of Greensboro likes to pay people extremely well for jobs they are not doing.
Back to the top of the list, the name under Brown is City Manager Rashad Young, who came to work in Greensboro last October and is being paid $179,500, considerably less than his employee Brown. Young would be making more, because his contract called for him to receive a raise after he had been here for six months if the council were satisfied with the job he was doing. The council is very satisfied and offered Young the raise, but because none of the employees of the City of Greensboro are getting a raise, Young declined the raise.
Also new in the top 15 are Assistant City Managers Andy Scott, at $121,000, and Michael Speedling, at $117,000. They joined Deputy City Manager Bob Morgan, at $149,912 and Assistant City Manager Denise Turner at $121,000.
Director of Parks and Recreation Greg Jackson, at $113,500 is also new to the list, but the vast majority of the list reads like it did last year. Not only are people not receiving raises, people are not leaving the jobs they have.
