There's also the fact that some commissioners were in favor of increases for some on the list but not for others.

One former commissioner who was in the closed session said, "There wasn't a commissioner in that room who thought Mr. Williams should get a $14,000 raise."

Another commissioner who was in the closed session said Williams should have gotten a large raise since the Board of Social Services had recommended one for years.

Webster's Dictionary defines "consensus" as "an opinion held by all or most."

Even if there had been clear and unanimous consent from each and every commissioners in the back room, none of that would have mattered at all when it came to actually giving the raises: By law, there must be a public vote by the Guilford County Board of Commissioners to increase the salaries of the seven department heads whose salaries are determined by the board.

It's unknown how the situation will be resolved.

NC General Statute 143-318.16A offers "remedies for violations" of the open meetings law. It states, "Any person may institute a suit in the superior court requesting the entry of a judgment declaring that any action of a public body was taken, considered, discussed, or deliberated in violation of this Article. Upon such a finding, the court may declare any such action null and void."

    Is it just me or does a large number of the "directors" receiving raises seem to be retiring? Jones, Gilbert, Perdue. How many others? Does the raise increase the pension? Please investigate.

    Why didn't you mention the salary changes from 2011-2012? Looking at the first bracket from the PDFs you put on your site, I see Thomas Powers received a 10k pay raise from 2011-2012 but no where did you point that out? How many other positions received a chunk raise without you identifying it?

    Yes, the raise does increase the pension. State retirement benefits, which is the system county employees pay into, are determined by the employees' pay in their last few years of service. Our tax dollars at work.

    And I just read that the Republican majority upheld the raises. And you thought anything would change with a Republican majority?

    Ladies and gentlemen, google Bell, CA. That is what happens when the citizens are uninformed, when deals are done behind closed doors. And without the Rhino, who would have ever known. Thanks, Rhino.

    The Four Horsemen have to go! There will be little or no trust between departments nor any respect for Administration until Fox, Fuller, Stellfox & Weaver are all gone! Our new Commissioners need to take a long hard look at the state of affairs throughout the county. If they dont talk to the peons they'll only be fed the same bull with a different twist from the micro management express.

    As they say, it is easier to ask forgiveness than to ask permission. Remember this, voters, at the next election. I know 7 commissioners who should not receive 1 vote. They pledge to uphold the law, then vote to break it. What was done is strictly against the law, but those who stole the taxpayers money got away with it. And seven commissioners voted to let them: Shaw, Bencini, Cashion, Coleman, Davis, Henning, and Trapp. Remember those names in 2014. Vote the bums out! All of them, even your bum! Shaw said, "We didn't know. Even the attorney didn't know." Ever tried that when you got pulled for speeding? Have your attorney tell the DA, "My client didn't know the speed limit, and, in fact, Your Honor, I don't know the speed limit in that stretch of road myself." And the DA will say, "Well, it's too late to undo what's already done. Case dismissed." Right! For citizens, ignorance of the law is no excuse. For the government, it works every time.

    Not a new thing

    Whenever this topic comes up, here or at the News and Record, I like to point it out: This isn't a new thing.

    Managers in Guilford County have been using these "adjustments" to reward their favorite employees, while telling all the rest that no raises are possible.

    Want some evidence? Look at the Rhino's 2011 Guilford County Salary listing, and do a search for "Quality Assurance Specialist" then look for those same people in 2012.

    A few of the most favored "Quality Assurance Specialists" got 2k raises while the rest of the Guilford County employees got bumpkis. They went from 43,346 salary in 2011 to $45,513 in 2012, a 5% raise to do the same jobs.

    Raises are and have been alive and well in Guilford County, but only if you are your manager's favorite employee.
