Whitley blamed the tax increase on Guilford County's eight-year revaluation schedule. "It happened to come in a downturn and it hit High Point property owners hard."

Whitley said the luncheon debate was his third event of the day. He said, "That's the kind of commitment you've got to have to be mayor."

Whitley called for turning some of High Point's many one-way streets back into two-way streets. He said, "I think that would create some opportunities for development."

After the candidates spoke, Sain said that everyone in the room supports the betterment of High Point. He said, "We will work with whoever wins to make this the best place to live and work and play."
